Sanford W. Harvey, Jr. 78, of Mars, Pennsylvania, was born November 15, 1945, in Worcester, Massachusetts.  He was one of three beloved sons to Sanford W. and Melissa Rose (Anderson) Harvey, Sr.

Sandy, as he was affectionately called, went on to higher heights after graduating high school. He was Valedictorian at Norwich University while receiving his B.A. in 1967. Then went on to receive his J.D. from Harvard University, School of Law in 1970. During the years to follow, Sandy accomplished and received many accolades. He passed numerals Bar exams, in 1971, Commonwealth of Massachusetts; in the U.S. Court of Appeals for Armed Forces; 1976, District of Columbia; 1987, U.S. District Court, District of Massachusetts; 1988, U.S. Court of Appeals, First Circuit; 1992, Pennsylvania.

While serving in the military, he was part of the US Army Judge Advocate General’s Corps, from 1971-1975. Serving as a Military Judge, US Army Judiciary, Frankfurt, Germany; Judge Advocate, Trial and Defense Counsel, Headquarters V Corps, US Army, Frankfurt, Germany; Assistant Staff Judge Advocate, Claims Officer, Military District of Washington, Washington DC. US Army Corps of Engineers, Washington, DC. From 1975-1978, he was an Administrative Judge, US Army Corps of Engineers Board of Contractor Appeals; and Attorney-Advisor for Legislation, Office of General Counsel.


Sanford’s talents continued over the course of the years as he worked in the US Environmental Protection Agency, 1978-1986, he was Acting Deputy Regional Administrator, Region IV, Atlanta, GA; Associate Regional Administrator, Region IV; Special Assistant to the Assistant Administrator for Water, Washington, DC; Associate Enforcement Counsel, Washington, DC; Deputy Associate Enforcement Counsel, Washington, DC; Director Office of Pesticides and Toxic Substances Enforcement, Washington, DC; Deputy Assistant Administrator for Mobile Sources, Noise and Radiation Enforcement, Washington, DC; Director Enforcement Division, Region IV (Charter Member, US Senior Executive Services); Regional Counsel, Region IV. In 1984-1985, he was an Associate Professor Lecturer in Law at George Washington University National Law Center, Washington, DC. In 1986-1987 he was a General Counsel, Massachusetts Water Resources Authority, Boston, MA. From 1987-1990, he was Special Partner at Gaston & Snow (Boston, MA), and from 1990-2016, he was Counsel, specializing in Environment Law at Alcoa Inc. (Pittsburgh, PA).

Sanford was an avid golfer. He was also proud of the partnerships he formed over the course of his life, he was affiliated with, Alcoa African Heritage Network; Bethlehem Haven Board of Directors; Allegheny County Bar Association: Governor, Headquarters Committee, Membership Committee, Homer S. Brown Division, Audit Committee (Chair), Judiciary Committee and Nominating Committee; Allegheny County Bar Foundation: Sustaining Fellow; PA Bar Association and Association of Corporate Counsel; University of Pittsburgh Black Law Student Association Footprints Mentorship Program; Eagle Scout; Greater Boston YMCA Black Achievers.

Sanford departed this life suddenly, on December 20, 2023, at his residence.  He was preceded in death by his father, Sanford W. Harvey, Sr., mother, Melissa Harvey, and brother, Kevin Harvey.  His family may weep for a night, but joy cometh in the morning. 

Sandy leaves not to mourn, but to cherish his memory is his loving spouse of 28 years married, Dora; stepdaughter, Carma (Brian) Palonis of Cranberry, PA; granddaughter, Alexeis Palonis of Cranberry, PA; brother, Ian (Betsey) Harvey of Worcester, MA; sister-in-law, Deborah Harvey of Huntington Beach, CA; brother-in-law, Ronald (Jane) Buckman; brothers-in-law John Buckman and Leon Brightman; niece, Gillian Harvey of Worcester, MA; and a host of relatives, extended family and friends.

Sanford (Sandy) Harvey, Jr. is at peace with God now, and rejoicing in his happy Heavenly Home, walking tall and straight, with no more pain, nor tears, just rejoicing with his family and friends who have gone on before him.
