Arthalia Powell Neal was born August 30, 1930, in Whiteville, North Carolina, to the late Author Jacobs Powell and Ethel Jones Powell. She attended school in the Columbus County school system and was affiliated with Welches Creek Missionary Baptist Church in Whiteville, North Carolina.

Arthalia departed her earthly life on June 26 in Clairton, PA. She was preceded in death by her parents, husband Wesley Walter Neal Sr., son Randy Neal, granddaughter Tiari Javon Stevenson, five sisters Lucy B Hardee, Patricia N Powell, Annie P Hall, Eldress Gladys Baldwin, Martha Scarborough, and Bishop Rudolph Powell.

She leaves to cherish precious memories of her loving children: Deneen Stevenson, Melinda Wilson, Wesley Walter Neal Jr, McKenzie (Leanne) Neal all of Clairton PA., Gustavius Neal of Norfolk VA., Gale (Cheryl) Neal of West Mifflin Pa., Robert Neal of Duquesne Pa., and one sister Vilena (Earl) Jessup of Elizabethtown NC., one Aunt Mary Kate Allen of Mitchelville, Maryland, one sister-n law Barbara Ford Powell, 18 grandchildren and many great-grandchildren, and host nieces and nephews.
